1. INTRODUCTION

ULCEBY 2003

Ulceby is a village situated on the eastern side of North Lincolnshire, 13 miles from Grimsby, 15 miles from Scunthorpe and 8 miles from Barton-on-Humber, which are the nearest main shopping centres. It has a population of approximately 1500. The road running through the centre of the village is the A1077. When the A180 is closed this is the main diversion route for all traffic, including a large number of heavy goods vehicles going to Immingham Docks, oil refineries and the Humber bank factories. Humberside Airport is 3 miles away (as the crow flies) and Ulceby is on the main flight path.

The main facilities in the village are:

  • A primary school
  • A pre-school
  • A village shop
  • A post office
  • A health centre
  • A village hall with a play equipment
  • An undeveloped playing field
  • A church
  • A Methodist chapel
  • A Seventh Day Adventist Chapel
  • Two pubs within the parish boundary and one immediately outside it
  • A train station, 1 mile from the centre of the village.


1.1 What's it all about?

In any community there are those that want to see some change and progress whilst others would like things to stay as they are. However, life is never perfect and if we are able to plan and shape the village to suit the requirements and address the concerns of the residents, this should be to the benefit of all.

This Parish Plan is about your village - Ulceby. It is a summary of the main issues that concern the people of the Parish - chosen by the people of the Parish - YOU! The Plan is not about the Parish Council, nor any other Government or outside agencies, it's about what you think and what you want for your village, giving everyone a chance to have their say and sharing ideas, then coming up with ways to make the things actually happen.

Of course it cannot happen overnight - there is no magic wand to create change, if indeed change is what you want. However, whether your vision is to go forward or maintain the status quo, you will need to get involved, or things will happen as a result of outside influences which could be detrimental to the village as we know it.

1.2 How did we do it?

In July 2002 the Ulceby Regeneration Group was formed, made up of residents in the village who have a keen interest in both preserving and developing the village in a manner that recognises local needs. This committee prepared a questionnaire, canvassing the views of the residents on the way that they want the community to develop in the coming years. The questionnaire was circulated to each house in the village. 644 questionnaires were sent out and we are pleased to report that it was received favourably, with 233 replies being returned.

The replies and comments that the residents proffered were collated into categories, giving a pictorial profile of both the village and the concerns of the residents.
In addition, other volunteers conducted Participatory Appraisals to meet residents and conduct interview sessions to canvas their views on a wide variety of topics that affect the village community. These appraisals were undertaken to embrace a wide range of villagers from school children to Senior Citizens, young people at functions in the Village Hall, together with interviews with people in the street, to give them a chance to speak about Ulceby and how they would like it to be. The results of this appraisal were published as "Understanding Ulceby".

A meeting was held in the Village Hall on 12th September 2002 which was well attended, where the findings were displayed and discussed. The concerns and comments received were used in the production of this Parish Plan.

Whilst the time given by the committee is voluntary, money was available from grant funding to carry out the surveys and evaluate, prepare and print the results. Depending upon the content of the Parish Plan, additional funding might be available to turn ideas into facts and to develop the village in the manner that benefits the community.

1.3 Why did we do it?

The objectives of the questionnaire, Participatory Appraisals and subsequent meeting in the Village Hall were to find out the concerns of the inhabitants and to get a profile of the people and their livelihoods, and to encourage YOU to take an interest in the village and shape it to the way YOU want it to be in the future.

The Parish Plan will provide a mechanism to make the statutory bodies aware of the concerns of the populace, focusing and influencing their decisions giving regard to community priorities and local needs. In short it's a vision for the future.

The Plan focuses on the key issues and what you can do to help resolve them. There are plenty of simple, sensible things that we can all do that can make a surprising difference in the short and long term.

The questionnaire highlighted some useful information that enabled us to establish a profile on a variety of concerns that affect all of us, the main points being Policing, Environment, Housing, Transport and Facilities and these are addressed in more detail later. An important aspect of the plan is to increase public and government awareness to the concerns and needs of village life.

This Plan has been submitted to the Parish Council, who will take on the responsibility for progressing the plan to the next stage and beyond. This involves promoting the needs of the village, accessing funds and undertaking tasks that will have a chance of fruition and benefiting the village as a whole.

It doesn't stop there though. The Plan can be developed on an on-going basis but it needs YOUR help and support to make things happen, so please read it.
